The South Side

One interesting pattern in large American cities is that the south sides of cities that are located below a city's central core are almost always blue collar, working class areas.

South Boston. South Philly. South Baltimore. Southeast DC. The South Side of Chicago. Southwest Atlanta. South side of Houston. Lower Ninth Ward of New Orleans. South Central Los Angeles.

Not that is not to say there are no nice southern sections of cities are that sections of cities north of their downtowns may not be as working class as southern sections. But in many cases the south sides of cities are not only infamous in their own right but they can also define the working class character of the entire city. South Boston and Southies have been prominently shown in recent big budget films like The Town and The Departed. Philadelphia is inextricably linked to South Philly because of cheesesteaks and Rocky. The South Side of Chicago, Lower Ninth and South Central dominate the working class images of their respective cities on a national scale.

For  port cities, it's easier to connect the dots on why the southern sections of cities became large working class communities. These cities were often located on rivers and waterways that forced cheap working class labor to live on the cheapest land (as well as unwanted ethnic groups as well. You might have heard America was a little racisty back then), which was often swamps and marshy land that were located just below major ports and factories. South Boston, South Philadelphia, Southeast DC and the Lower Ninth Ward in New Orleans were literally built on swamp land. The cramped conditions of these cities original working class helped foster the image of their city's working class to this day. Chicago's famous south side which is bordered by lake Michigan was also built on swamp land but did not develop around port factories. Chicago's South Side was developed around the Union Stockyards, the city's meat-packing district and the Pullman railroad company.

But for the other major cities in the South and West the connection to why the south side of their major cities are working class are not as clear. Did cities in the South and West which developed into major cities only within the 20th century just repeat the development of older cities because of precedent? I don't know but I find it very peculiar.

Architecture without Rules

Paul Barker from the Times Online wrote an article about Architecture without rules that has criticized the effects oc city planning on cities. He writes:

"Urban planning has led to shoddiness, squalor and ugliness in our cities. Let’s throw away the rulebook and allow people to build where they want..."

Shots fired.

You know the funny thing is, whenever we let architects do their own thing on a mass level in cities, they almost always forget about the human scale. Or they come up with an abstract theory for a new human scale or try to completely revolutionize the parameters human scale. Need I remind the writer that Le Corbusier's influence on the International modernist style of architecture and planning that led to some of the most bland and unimaginative buildings ever built that often lacked context with it's surrounding environment. Le Corbusier's vision of "the city and the park" also helped create isolated office and residential towers that enforced the separation of land uses and limited the connectivity of people and urban places.

In the U.S. (the writer is from England) we have let many cities and architects do what they want. And the cities of Los Angeles, Houston, Phoenix, Las Vegas and Atlanta have all perfected Le Corbusier's plan to a tee and all of these five cities lack a central downtown and a sense of place.

Now this is not to knock all architects who which to plan the urban landscape. There have been many architects who have done great jobs in creating buildings to human scale and creating great master planned communities.

But back to the article. Barker's main point is that the conservation of rural land outside of English cities has dramatically risen housing prices in cities. He argues from a conservative standpoint that people should be allowed to build anywhere in the green pastures in suburbia that they like. Again I would like to point to the American cities of Los Angeles, Atlanta and Houston to show him how great that has worked out.

Planning and the White City

As many city planners and urban historians know, the 1893 World’s Fair in Chicago greatly influenced how city officials at the time could envision cities. See the fair included a futuristic expo about cities, which included human scale models of grand institutional buildings set alongside broad tree-lined boulevards and intricately laid out parks that incorporated the best of the city and nature. The expo laid the foundation for creating this nation’s first city Master Plan. The expo would forever change how America looked at its cities, which at the time were crowded, dreary places that lacked open space, clean air and parks for recreational activities. The very progressive and socially liberal expo of the 1893 World’s Fair was dubbed the White City after the color of all the monumental buildings that were constructed. Planners and cityophile geeks are probably familiar with the book and documentary, Magic and the White City, which covered the creation and influence of the 1893 expo.

Over one hundred years later, we have a knew version of the White City which is just as progressive and liberal as the 1893 expo was at it’s time. These meticulously planned cities are also very progressive and liberal and have a heavy emphasis on connecting the urban form with nature. These cities, which pride themselves on creating cities with a human scale, have been dubbed White Cities not because of the color of their buildings but because of the lack of color in their city’s population. Newsgeography.com recently ran an article called
The White City, lamenting the fact that many of the cities that have been dubbed as progressive or even cool among national planning pundits and observers are almost entirely white. The article states:

Among the media, academia and within planning circles, there’s a generally standing answer to the question of what cities are the best, the most progressive and best role models for small and mid-sized cities. The standard list includes Portland, Seattle, Austin, Minneapolis, and Denver. In particular, Portland is held up as a paradigm, with its urban growth boundary, extensive transit system, excellent cycling culture, and a pro-density policy. These cities are frequently contrasted with those of the Rust Belt and South, which are found wanting, often even by locals, as 'cool' urban places.

But look closely at these exemplars and a curious fact emerges. If you take away the dominant Tier One cities like New York, Chicago and Los Angeles you will find that the “progressive” cities aren’t red or blue, but another color entirely: white.”

The article continues on to question how can cities be labeled as hip and progressive if they lack a diversity of cultures. The author wonders out loud whether there is a correlation between what is labeled a progressive city and a lack of diversity within that city. And if that is so, what does that really say about those who consider themselves liberal? The author does acknowledge that having a homogeneous population allows cities to pass major government planning expenditures like transit with much more considerable ease because there are no competing interests, threatened communities or communities that would receive more benefits then others. While, without a doubt, planning for the diverse needs of multiple incomes, cultures and beliefs definitely makes planning for the whole a lot more difficult, the author does not let “progressive” cities off the hook for not reaching out to their small but present black communities. The article goes on to state:

I believe that cities that start taking their African American and other minority communities seriously, seeing them as a pillar of civic growth, will reap big dividends and distinguish themselves in the marketplace.

This trail has been blazed not by the 'progressive' paragons but by places like Atlanta, Dallas and Houston. Atlanta, long known as one of America's premier African American cities, has boomed to become the capital of the New South. It should come as no surprise that good for African Americans has meant good for whites too.”

To that specific point, social commentator and essayist
Ta-Nehisi Coates wrote on his blog that:

“...leaving aside the blinding whiteness of dubbing Atlanta "un-progressive," leaving aside that most of these "progressive" cities have more black people than their surrounding states, I think the implicit argument that these cities should be "doing more" to assure that their black population meets the national average is odious.

Man listen--Negroes like Atlanta. Negroes like Chicago. Negroes like Houston. Negroes like Raleigh-Durham (another area that doesn't make the cut, for some reason.) Negroes like Oakland. Negroes have the right to like where they live, independent of Massa, for their own particular, native, independent reasons (family? great barbecue? housing stock?) Just like Jewish-Americans have the right to like New York--or not. Just like Japanese-Americans have the right to like Cali--or not.”

I think Ta-Nehisi makes a great point. There are going to be cities that certain cities gravitate too for many reasons. Just because a city lacks diversity does not mean that they should pump up the city’s community of color just for the sake of being more diverse. True diversity will come to a city naturally and most importantly, internally as long as that city is open to everyone and is not discriminatory. Now if we find out that these “progressive” cities are really inhospitable to certain cultures or they try to minimize the size of a different culture (the old planning text adage is that when the minority population increases over 10% of the population, white flight starts to occur). If these cities are truly progressive and they still lack diversity then it may just not be those communities cup of tea.

As a city planner, I do find it interesting that the cities and places with the largest black populations such as Atlanta, Houston, Charlotte and the D.C. suburbs are some of the most sprawling cities and locales in the country. We all know that obesity is a national problem and near epidemic levels in portions of the black community. While having a preeminent large upper and middle class community in these major cities is great sign of progress, are the locations of where of the large black middle class lives really doing more harm than good? And while the author of The White City is asking why are progressively planned cities so white, the question I would like to know is why the locations of the black middle class are planned so horribly?

Top 10 Largest Cities Observation


A lot of people have been dumping on Detroit bringing up a myriad of negative statistics (such as the average housing price for the city is below $20K) about the struggling city. With abandoned skyscrapers and so many vacant parcels that have been reclaimed for farms, it is easy to get the perspective that Detroit is a ghost town. In Actuality it is a top 10 city with over 950,000 residents making it significantly larger then cities such as Atlanta, Denver and D.C.

Despite Detroit losing more then half of it's population since 1950 and the city of Houston almost doubling since the same time, Detroit still has more than twice the density of Houston according to the 2000 census. So go figure, even a shelled out city has more density then a sprawled out city.

Urbanizing Dallas

The City of Dallas and it's city planners are looking to introduce a formal zoning code to try to curb unregulated sprawl and to increase development in downtown neighborhoods. For those of you that are unfamiliar with Texas and their land use laws, you should that Texans are fiercely pro-property rights and are against any government regulation. So much so, that it is against the law for a planning official to label a zoning map an official government document. Texas zoning or land use maps or more recommendations.

What does this mean when it comes to city development? It means that anyone can subdivide their land almost as many times as they want and construct a development as large as they desire...anywhere. No matter the scale or appropriateness of that development. This means that a 70 story skyscraper can be placed outside of a downtown next to a freeway exit with no other large office development nearby (Houston, Tx).

So what is the big deal of allowing the market to determine development, the last thing we need in this economy is for government to stifle growth of businesses and construction, right? Well the problem is that these cities are inefficient and non-sustainable and actually cost tax payers more money to provide services to sprawling developments then it would it city developments were dense and compact. Wherever development goes, infrastructure has to follow. That means, highways, roads, bridges, power, water, schools, police, fire, ambulance all have to provided for large developments no matter how far or inconvenient. All of these services are expensive and they tax the residents of existing development even more to pay up front for services to another development that they will most likely never use.

Besides the monetary expenses of development there are other consequences in allowing sprawl. One of the most harmful consequences is pollution. Houston is now one of the country's most polluted cities because of smog. Texas cities are dependent on freeways for travel. In Dallas,the mere mention of a subway system brings out strong protest. Other factors, are quality of life factors and having those that normally dependent on public transit forced to seek automobile transit some how, some way.

Despite all of the negative consequences, there are Texas planners that vehemently oppose zoning and hold up their cities as a model of success purely on the fact that their cities continue to grow while East coast cities (the cities with zoning codes) continue to shrink. While it is true that East coast zoning codes have become burdensome encyclopedia of regulations, allowing the market to dictate development is even more troubling. Remember parts of the code exist because the market had no problem cramming workers into dumbell tenement housing that lacked air, light, sewer and trash disposal.

In Dallas, the continued pattern of suburban growth and increased population has planners looking for better solutions. While Dallas planners are still not in favor of traditional zoning, which is based on prohibiting land uses, they are looking toward the new urbanist approach of "Form Based Zoning" which promotes land uses on coded streets that a community would to see. From a
recent article:

"The solution most proposed was 'form-based zoning,' which encourages developers to purchase large tracts of land on which to develop dense urban areas near transit stations and along the Trinity River.

It’s kind of like college vs. the real world. In college, parties just sort of happen. As adults, parties come with the cumbersome trappings of invitations and phone calls, dates, times and places to meet up.

In districts with the proposed zoning ordinances, Dallas-ites can live and have fun in the same vicinity: they spend an evening wandering around, stumble upon a new coffee shop, see a movie, find a nice place to sit and talk, have a beer, run into friends, and walk home in a single night."

Hopefully Dallas Planners can convince it's council to implement a new urban zoning code. And hopefully other cities not just in Texas but in suburban locales all across this county can do the same. In an country that is 80% urbanized we can no longer continue are pattern of sub-urban growth. As a country we can not afford the infrastructure and as of last summer, we could not afford the gas for our commute. Our post World War II development patterns can no longer continue, we must create a new pattern of development for a new generation of people that is sustainable and not over extend our local governments like a proverbial credit card as they bank on future growth which may not happen.

L.A. Sprawl

Years ago, one of my Urban Studies Professors challenged the current notions of sprawl by stating that Philadelphia has more sprawl then L.A. The professor stated that the Philadelphia suburbs consume more square miles of countryside given Philadelphia's size when compared to Los Angeles and it's suburbs.

Could this be true? Do east coast cities actually generate more sprawl then auto-dependent L.A.? Well, it depends on how you calculate density. The popular myth of East Coasters when they think of L.A. is that it is a giant collection of suburbs when in fact it is a densely populated city.

But how dense is dense? While L.A. is undoubtedly urban is it as dense as Philadelphia? The answer to that question is no. Philadelphia is the most compact city in the county, even more so then New York City. So if one city is denser then another but it's suburbs consume more land, how would you calculate which is more sprawled?

Fast forward to a book review I ran across recently in Metropolis Magazine about Robert Bruegmann’s book, Sprawl: A Compact History. The book which advocated that Los Angeles’s urbanized area is more densely populated than New York’s, set off a whirlwind of debate between planners. While most planners believe in traditional regulation of development, found most prominently in the east coast, there is a rising faction of planners that believe in minimal regulation and allowing the market to dictate development. Bruegmann's book about sprawl and density seem to ignite both camps of planners.

The book review was not favorable to Bruegmann's claim that L.A. was statistically more populated then New York and sought to disprove this notion. The review poked a major hole in Bruegmann's theory by detailing that the units of measurements that was used to compare L.A. and New York were not the same. The article quotes:

"The UCLA study, which appears on the Livable Places Web site, concedes that Bruegmann is technically right since he merely claims that Los Angeles’s urbanized area is denser than New York’s urbanized area. As a unit, the greater Los Angeles metro area boasts 7,009 people per square mile, far in excess of the New York metro area’s paltry 5,239, according to the 2000 census. But just what is an urbanized area? And are they really enough alike to bother comparing?

As the UCLA group discovered, the census bur­eau’s official statistical units vary considerably in size and character. The land mass of New York’s urbanized area—defined as the city and the suburban counties within its gravitational pull—is twice the size of Los Angeles’s. New York’s statistical unit also has a third more people. Thus the two units are the proverbial apples and oranges. 'We believe comparing density by urbanized area is deceptive,' the UCLA group wrote."

That is a major hole to Bruegmann's article. To try to prove that L.A.'s miles of low rise housing is denser then New York's miles of high rises and skyscrapers not only goes against conventional wisdom it goes against common sense by just looking at the two cities. The review later goes onto show that L.A. and the cities that have followed it's growth patterns such as Phoenix and Atlanta have very low urban densities, which further my beliefs that few major cities in the south and west are actually urban. Phoenix and Houston have overtaken Philadelphia as being in the top 5 largest cities despite Philadelphia being in Phoenix case, over 10 times as dense. The article quotes:

"Even a modestly congested place like Philadelphia, where people cherish their single-family row houses and postage-stamp gardens, packs in 11,000 people per square mile, in contrast to L.A.’s 7,828. As for Phoenix and Atlanta, the cities that most closely mimic Los Angeles’s land-use patterns, the density barely hits 1,700 per square mile—hardly an indication of efficient, or environmentally sustainable, land use."

So back to the original question, does Philly have more sprawl then L.A. Technically yes if you just compared the two cities sizes in comparison to the size of their suburbs. However, the lower density of L.A. allows the city to consume more square acreage then Philly. So one can easily make the argument that there is sprawl even inside the city boundaries of L.A. given it's density. On top of that many Philadelphia suburban townships mimic Philadelphia development which would make them denser then the city of Los Angeles. Which means the answer that would be most correct is the Los Angeles Metropolitan region has more sprawl then the Philadelphia region.
